Endline survey and field data collection
Plan International’s Climate Change Adaptation with and for Children in SE Asia Project
IntroductionPlan International Thailand, a non-governmental organization working to advance children rights and equality for girls, seeks to hire a qualified expert to conduct an endline field survey and data collection in Thailand for the grant project Climate Change Adaptation with and for Children in SE Asia 4CA Project. The local surveyor will be working in close coordination with an international evaluator hired by Plan Germany, between periods of 25 September – 12 December 2018. Background Reflecting on the severe impact with which climate change is affecting countries in Southeast Asia, the goal of the 4CA Project is that children and youth in Indonesia, Philippines and Thailand have increased adaptive capacity to address the negative impacts of climate change. The aim is to enhance understanding of the causes, impacts and climate change adaptation opportunities and to increase resilience of the target beneficiaries. This will be done by integrating these topics in the educational s, in local development planning processes and in national and sub-national adaptation strategies.
The project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety BMU and implemented from October 2015 until December 2018.
Purpose of the Data collection
The purpose of this consultancy is to collect data to provide empirical evidence for the analysis of the final evaluation. The focus will be to measure the achievement of outcome indicators for the project in the target region in Thailand. The consultant will work closely with the lead/international evaluator who is responsible for the overall evaluation of the project in all three countries.
Focus of the Data Collection In Thailand,
the project is implemented in Chiang Mai and Chiang Rai Province see Annex 1 for project area details. The project aims to reach 8,200 people in 16 villages and 26 schools in collaboration with local stakeholders from government and civil society sectors.
Based on the methodology, both qualitative and quantitative, designed by the international evaluator, the consultant is tasked to cover a most diverse and representative sample for the data collection as possible. Among them should be:
-Participants of trainings aggregated by age group1 and gender
-Participants of awareness-raising events aggregated by age group and gender
-Government officials/ local authority staff
-Beneficiaries of seed grant activities on school and community level aggregated by age group and gender
In determining the sample size, consider a margin of error of /-5-7.
Methodology
The lead international evaluator will develop the detailed methodology of the data collection which is to be applied in all three countries involved aiming at comparability of the data. While the international evaluator will provide the methodology for data collection sample, methodology, etc., the local surveyor is expected to provide relevant inputs based on Thailand context and conduct field data collection in the targeted areas.
Close coordination with the project team of Plan International as well as the field data collectors from other countries involved will be crucial to facilitate data collection for the project evaluation. This includes the preparation of the fieldwork as well as supporting the international evaluator in the data analysis by providing information on the local perspective of the data collected.
Outputs and Deliverables
-Input to the inception report which will be prepared by the international evaluator;
-Input to the design of the data collection tools to be prepared with the international evaluator;
-Field testing of the data collection tools;
-Data collection in the project sites;
-Submission of the raw data collected and cross-tabulated data, in English, to the international evaluator including a copy to Plan International Thailand and Plan Germany;
-Provide clarifications on the data collected and interpretation as requested by the international evaluator;

Budget:
The proposal must include a budget breakdown of professional fee, data collection and processing expenses, transcription costs, and any further costs associated with the study.
The payment will be in instalments and subject to the delivery of outputs and their formal approval by Plan International as follows:
-Mobilization: 30 of the consultancy cost upon signing of the contract
-Second payment: 40 upon submission of the raw data, cross-tabulated data and data interpretations
-Third payment: 30 upon approval of the final version of the evaluation report by Plan Germany.
Qualifications:
The perspective surveyor should have the following experience and qualification:
-Excellent command / highly proficient in English both in speaking and writing
-Proven experience in carrying out field survey, data collection and analysis
-Proficiency in both qualitative and quantitative research methods
-Good knowledge in using statistical tools
-Thematic expertise in the project’s impact areas
·Climate Change Mitigation and Adaptation
·Disaster Risk Reduction
·Children’s participation
·Policy advocacy
-High awareness on gender equality, inclusion and child rights
-Command of the local indigenous languages of the study site is an advantage
